Help answer the question about cars used
How much, on average, did used cars cost in the early 1980s?I mean all together. I know most say that cars vary too much to get an absolute answer, but even an average specific to a model would be fine. Or just what was your experience when shopping for a used car in the early 80s.

That is like asking where to buy a car in San Francisco – it depends on what kind of car you want.
There are plentiful dealers in Kyiv, with just about every kind of car you might want. You can even find Fords (built in Bellorussia), Jeeps (but not other Chrysler products), and a Ukrainian built version of the Cheverolet (I don't recall what they call them). Lexus, Mercedes, Toyota, Cooper, etc are all available there.
As to hiring a driver – you can find available drivers just about anywhere. Many taxi drivers will work for you, if you pay well. Approach some, and ask – they will tell you how much they want. Professionals are harder to find.

Usually, rental cars are turned over to auctions before they end their lease period (usually around 30,000 miles). Some rental companies (Enterprise, Budget) have lots that they use to sell their retired fleet. However, you won't find any "beaters" there.
You'll have a hard time finding an "old rental car" with more than 30,000 miles.
