If you want a car which is legitimate, has a full history of previous owners and has been fully inspected, the best option is to buy from an approved quality car dealership. Not only will you have far more safeguards and consumer rights, you can buy with confidence that you are getting a bargain not just a pile of troubles.
Approved car dealerships work in partnership with the manufactures. Many are also franchised to a main dealer. Both of these are key factors to consider when buying a quality car. Approved car dealerships generally have a number of manufacturers with whom the work. However, there are some dealerships who only sell approved cars for particular manufacturers. Therefore if you are looking for a specific make or model of car these are the dealerships you should be looking for. A huge advantage of choosing to buy from a franchised dealership is the scope and amount of cars they will have available. Many are more than happy to transport a car nationwide if you have spotted one on their website which is not being held at your local dealership.

The best used cars for the environment?I'm a college student planning on buying my first car. In the past I've only had hand-me-downs from my parents or borrowed their cars for things. Now I'm going to need my own car, but since I'm a poor college student I want to buy used. The trouble is, I also want a car that is better for the environment. Hybrids are expensive, so it makes the most sense to find a highly fuel-efficient model from around 2000-2002. What cars fit this description?

why dont you try out an auction because i went to one in Wednesbury in west midlands and they have decent cars there i got my nissan mica from there… also a min cooper was sold for £4000 and it has only done 23,000 miles its a good experience have a look and try it out how it works see if you like it quality cars get sold much cheaper than what they are worth…

I think the best place to buy a used car anywhere would be a new car dealer. They seem to have a better reputation than a used car lot or a buy here pay here lot. And they have more access to used cars. They can buy from auctions and get "program cars/trucks" that have low mileage and were driven by the brands employees. Usually well taken care of. Or they can buy from rental places like Budget or Enterprise.
As far as coming to New Jersey to get a "bargain", you may be able to get a car/truck for less money, and you may have a bigger selection, I would still stay away from smaller used car dealerships and "buy here pay here" lots, and stick to larger new car dealerships even though you are looking for a used car. New car lots may try to pressure you into buying a new vehicle, just be firm and stick to what you want and can afford. If you find a vehicle in New Jersey (I live here) you will still be responsible for NY's taxes and titling fees. Many dealers charge for the service of having a courier do out of state motor vehicle. And legally they can do that. And most, if not all decent size dealerships in NJ will give you an out of state temporary tag to give them the time to get your motor vehicle done. IF they tell you they don't do out of state motor vehicle work, once they give you their paperwork and the title filled out to your New York address, you can go to any local NJDMV and get a temporary tag. I believe the fee for an out of state tag is either $5. or $10. I don't suggest you drive the vehicle to DMV, because it is illegal to drive without a plate or temporry. But people do, just don't get caught! Once you have your temporary tag, you can bring it into NY and do the title and register it in NY. I do not know all the rules and regulations about NY except that NY requires a weight. NJ just has weight "classes" on cars, so you may need to find out from the New Jersey dealer how much the car weighs in lbs. And I also believe that NY requires documents to be notorized (unless that has changed) so make sure any paperwork you get from a NJ dealer is notorized if NY still requires that.
So the vehicle itself may be less, and you may have more of a choice in NJ. But is it worth the gas and perhaps any extra fees to buy in NJ? That is up to you.

The only way to verify the quality of any used car is to have it inspected by a certified mechanic that you trust. And that is pretty hard to do with a long distance transaction. There is no other way to verify quality.
The only thing you can do is to have a signed document guaranteeing you a full and complete refund (including any shipping charges that you paid for) if the car fails an inspection after the car arrives.
But the best thing to do is to fly or drive (depending on the distance) and pick the car up in person. That way you can do all the inspection work, the test drive and all the tire kicking you need to do BEFORE you hand over your hard earned cash.
The reality is, unless the car is something extremely rare or special you should conduct your business with someone locally. Be patient, the right car at the right price will come along sooner or later. It's a buyers market out there. There are so many more cars for sale then th ere are buyers that you will find the car you need locally, just give it time.

How far is the college? A good quality bicycle would be far less expensive.
It's hard to say for under $7500 since you'd have to buy used. If you do buy used, bring someone along who knows a lot about cars and take it for a test drive.
Honda's and Toyota's usually rank highest for gas mileage. Check out the Yaris.
